If your refering the the campaign tree, then yes, it was fixed in v.1.02. Simply use the campaign editor to check.

When you find out what version he has, let me know as I'm curious. As for the arty, the different versions may be the difference, but keep in mind that Gettysburg uses sectionalized arty and Franklin uses full battery units, so there will be a greater difference in loses. Sir, You both MUST be using the same patch. The Current patch is v.1.04. This version fixes the campaign tree and also adjusts the arty, especially the 3" rifles.
