Any expansion of the terrain would not only mean programming resources used but every map would have to be reworked to utilize this, and if the scenario designers are up to this or see a need for this at all is questionable. The unit quality ratings usually do not seem to reflect tactics & weapo...

Yea HvH in phases is the way to go even if more mails have to be send.
But I guess the majority of the clubs member's are US citizens what always leaves the option to do at least the smaller scenario by direct-play what is much faster then even playing in turns.

Funny, just working on a proposal for a rule change regarding the election of cabinet positions that is almost like General Sands pointed out.
Thought I put it up after the elections are done, especially to consider when a certain position's term started.

Yea simple max hex range is the way do go. Question is if Berto can "easily" change the current system to that.

True, anyhow AI should be not our concern especially as a HvH club.
I wouldn't mind if the AI gets improved in that aspect but just to refrain the use of correct ranges so the AI can handle it while the human player is the fooled one isn't OK at all.

I said it already, ballistics alone are not the only factor nor the decisive factor. The constellation you point out might let the modifier seem too high. But when we talk about smoothbore artillery rolling the cannonballs into the target it may very well be not high enough(think of Waterloo or Gett...
