Rule 4.2.1.3 says that maneuver games count as 1/2 points. Please allow me to argue against this. A prospective opponent and I were discussing a scenerio that we might enjoy. However, we both agreed that it seemed to favor one side. I thought about bidding points for the perceived superior Army. Has this beeen tried?
