That's what the manuals makes clear, "whenever any gunboat regardless of side enters a torpedo hex there is
a chance it hits the torpedo and is sunk."

There was some discussions during testing whether to refer to them as mines or torpedoes. Eventually John Ferry wanted them called Torpedoes in reference to Farragut's famous quote “Damn the torpedoes, Full speed ahead!”. Something to consider, in addition to the historical battles in Tennessee and What If's based on them Chickamauga has several What If meeting engagements with fairly equal forces.
