Well, there is also AGEOD's "American Civil War"... modified engine that's used in Birth of America. Still getting a feel for it, but it seems quite good.

What would have to happen is that the designer would have to open every last file in the scenario editor and make two very specific changes (Union VP and CSA VP), and save it. All VP values are set by the scenario designer. I'd bet that since you're talking older scenarios, those values simply weren't set (since they weren't an issue)

I would imagine that's something of the point. Both at the operational and tactical level, the guys on foot are always able to move faster than the heavily laden wagons. Actually, I'd rather see the ability to "control" routers taken away outright. Maybe increase their "run" distance, but until they're rallied, you have no direct control of them.
