Do you mean reinforcements, as in units newly arriving on map? Or replacements, as in added men for existing on map units?

Yes, that is what it says. But it speaks falsely. In fact, in the code, there was no Extreme Fog of War, certainly no Extreme FOW optional rule. The effect on reinforcements described was folded into standard Fog of War, but the reference to Extreme Fog of War was never excised from the docs.

I have revived the Extreme Fog of War optional rule, and associated its very first effect. (There may eventually be other effects.)
