Only the unit in the hex with breastworks receives a benifit. Picture 125 yard wide hexes while picturing the Sunken Road (a ready made breastwork) at Fredericksburg. The question of having the attackers rout is a fair one and would certainly be a step in the right direction toward a more realistic gaming model. I like Ross's suggestion regarding disrupted units too. Sometimes this has been incorporated into games as a house rule.
