Post subject: Public Comments Solicited on a Club Rule Change

Officers of the Club:

The Cabinet has been hammering out revisions to the Elections and Voting sections of the Club Rules for quite a while now. As with any change of this magnitude, we're apt to have overlooked some simple item. The Cabinet is asking you all to review the following proposed motion and help us make this better.

We realize these changes are much more extensive than the previous Club Rule changes regarding the expansion of club-sanctioned games. Please take your time in reviewing these. We will allow at least a week for comments, more if it seems to be warranted.

Your humble servant,
Gen 'Dee Dubya' Mallory

Motion: That the club rules be revised as follows:

1) That rule 3.3.4.1.1 be revised by replacing the second sentence with the following: “For eligibility requirements, see section 3.3.4.2.1.â€

I would propose that the minumum rank be changed to Major General or above instead of Lieutentant General.

Reasoning: Currently Major General can be achieved solely via points, but LT. Gen is most often reserved for those in command of a corps. What if a willing and able member wishes to run and has points for Lt. Gen but there is no available corps for them to command? Are they then blocked from serving just because other people received corps commands prior to their eligibility, even though none of the others wish to serve as CoA?

I would think that someone at Major General has shown sufficient dedication and experience necessary to run for CoA, and the change would eliminate the possibility of excluding them via the above example.

The other changes I support.

Good points I did not think of it that way and I can see your concern. Many men attain the rank and the command position then step down for others that have not yet made the rank or who might have real life issues force them to give up the position so others that can donate the time step up. I also see it from the side that back these possible changes. I am glad we have this for debate.

Alan - Major General can not be attained via points alone - an officer must serve in a Division Command to attain that rank. Section 4.1 of the Club Rules details this.

My interpretation is that the CoA positions should be held by those who have served in a larger command capacity. Folks wishing to hold that position, as well as vote for it, should be dedicated, long standing members of the Club, as represented by the fact that they have A - served in a higher command position, either currently or at some point, AND B - have accumulated gaming type experience (aka points) that is central to why this Club exists.

This is not a knock on those folks who are contributing in a higher command early in their careers, a boat I was in, once upon a time. It's just a way to preserve and represent BOTH aspects of the Club - service and gaming, instead of potentially just one or the other.

Seems to be consistent with the rest of the framework of our Club as well.

For Tony - this change would allow those members who HAVE served and attained the rank, then stepped down for whatever reason to continue to have a vote in the running of their respective Army. The Rules as written currently don't allow any but sitting Army Commanders or higher from voting. So this is a great step in the right direction from my persective, and a good way to recognize peoples contributions, past AND present.

Larry,

Just a point of clarification - that has been consistently applied in ALL elections since the elections were instated several years ago. Not just this last election.

Gentlemen,

Rule:
3.3.4.2.1 Candidates for any Cabinet-level position must have a rank of Colonel or above. Candidates for Cabinet Secretary or Club President must hold the rank of Colonel or above. To be eligible for a CoA position, a member must hold the rank of Lieutenant General or above in their respective Army.

Should not the President also be a Lt Gen or Higher rank? Or do we wnat a relatively new member to take that post?
