I agree with Bob's observations. Major changes through house rules can have significant and unforseen consequences. It takes playing many games over a wide range of scenarios to verify that you haven't unbalanced the game. The best house rules are the ones that are simple and fix something that is an obvious problem. I think most of the ACW house rules fit this definition. I do think there are some rules that have the potential for fixing problems in the game but getting consenses on them would be difficult. The one I consider to have the most benefit would be the "Embedded Melee" in Turn based (single phase) games.
