President Johnson proclaimed that even articles declared as contraband of war could now be traded with states “recently declared in insurrection.” The proclamation would take effect Sept 1.

September 14, 1865 Thursday
At Fort Smith, Arkansas representatives of the Cherokees, Creeks, Choctaws, Chickasaws, Osages, Seminoles, Senecas, Shawnees, and Quapaws signed a treaty of loyalty with the United States, and renounced all Confederate agreements. Additional Indian groups later did the same. On Sept 21 a treaty was signed with the Choctaws and Chickasaws calling for peace and friendship and abolishing slavery.

Confederate Vice-President Alexander H. Stephens, Cabinet members John H. Reagan and George A. Trenholm, Gov Clark of Mississippi and Asst Sec of War John A. Campbell were paroled by President Johnson. All had been held in prison since the collapse of their country.

Capt Henry Wirz ( https://en.wikipedia.org/wiki/Henry_Wirz ), who commanded the notorious Andersonville, Georgia Confederate prison, was hanged after conviction by a military commission on charges of cruelty to Federal prisoners of war.

“Now, therefore, I, Andrew Johnson, President of the United States, do hereby proclaim and declare that the insurrection which heretofore existed in the States of Georgia, South Carolina, Virginia, North Carolina, Tennessee, Alabama, Louisiana, Arkansas, Mississippi, and Florida is at an end and is henceforth to be so regarded.” Texas only was omitted, its government not yet formed.

In a new proclamation President Johnson declared the insurrection at an end in Texas: “I do further proclaim that the said insurrection is at an end and that peace, order, tranquility, and civil authority now exist in and throughout the whole of the United States of America.
