Dec. 21/04
Voting is underway for the single Union Cabinet seat currently open. The candidates are Tony Best and Matt Pereenod. You will find brief posts from each of them in the Smoking Room Forum.

The voting period commenced at 12:00:01 a.m. on Tuesday, December 21st, 2004 and will close at 11:59:59 p.m. on Monday, December 27th, 2004.

Only Union officers may vote for the Union candidates. Only one vote per voting officer. Votes are to be sent, via e-mail, to Union CoA General Mark Nelms at: marknelms1@cox.net . Your vote must originate from an e-mail address which is on record with the Club and/or can be validated through your immediate commander. The subject line of your voting message to Gen. Nelms should be entitled "Election".

The Union candidates for the single open Union Cabinet post are Matt Perrenod & Tony Best. Each of these gentlemen received 3 or more nominations from active Union officers.

We now commence a brief period during which these 2 officers may wish to campaign (e.g. seek support, comment on their views for the Club, etc.). Such campaigning may be conducted in the Club's Smoking Room forum or by any other means chosen by the candidate, with the exception of posts to the Mason-Dixon, which is off-limits for campaigning.

The campaign period begins immediately and will conclude at 11:59:59 p.m. on Monday, December 20th, 2004.

The voting period will then commence at 12:00:01 a.m. on Tuesday, December 21st, 2004 and will close at 11:59:59 p.m. on Monday, December 27th, 2004. This is an extension to the timeframe originally communicated, in light of the Holiday Season.

A similar process will commence for successful CSA candidates, as soon as practicable.

Gentlemen, the elections are on and the bar is open.

Apologies for the delay. We've got results available for the Union's successful nominees but wires seem to be down to Gen. Jim Thomas' CSA HQ. I will give it another 48 hours and, if I haven't heard from Jim, we will arrange to post the Union nominees and commence the campaign/voting phases for that side of the Club.

There are currently Cabinet vacancies for 1 representative from the Union Army and 1 representative from the Confederate States Army. The job description currently is confined to "To be available to promptly and constructively discuss issues and proposals submitted and to vote if necessary. To perform in a manner which embraces the best interest of the Club and its membership as a whole, regardless of the Army in which that individual is an officer." Further refinement of duties will be a process in which the newly elected members may participate.

What follows is an outline of the process, through the election stage.
------------------------------------------

The NOMINATION PROCESS:
A) The nomination period will open at 12:01.01 am EST, December 3, 2004.
B) The nomination period will close at 11:59.59 pm EST, December 8, 2004.
C) In order to make a single nomination, 3 officers need to write independently to their respective side's CoA, indicating whom it is they wish to nominate. These officers (nominators) must initiate their e-mail nominations from an address currently on file with the Club. Any Club member in good standing, of Lt.Col. grade or higher, may be nominated, including incumbent members of Cabinet.
D) An officer may be a nominator for no more than 2 separate nominees.
E) Nomination e-mails must originate from an address which the nominee has on file with the Club.
D) Nominations must be made by an officer (Club member) for the position which relates to their particular side of the Club (i.e. if you're a Union officer, you are eligible to nominate and will later be eligible to vote for the vacancy which pertains to the Union side... likewise for the CSA).
E) The CoA, upon receiving 3 nominations for a prospective candidate will send a confirmation query to that candidate, requesting they confirm their willingness to stand for election.

The COMMUNICATION OF SUCCESSFUL NOMINEES & CAMPAIGNING:

F) Those whose names have been submitted, adequately supported and who have accepted their nomination, will be posted here in the Mason-Dixon on or before the 10th of December, 2004.
G) A Campaign Period of 4 days will follow, commencing at 12:01.01 am EST on December 11, 2004 and ending at 11:59.59 pm EST on December 14, 2004.
H) Campaigning on Club endorsed forums should be limited to the Smoking Room. This is to avoid totally politicizing the focus of the Club during this period. Any campaign-related posts will be removed from the Mason-Dixon. There will be no other official site provided for the purpose of campaigning. If nominees wish to campaign through some other means, we would all of course appreciate that these activities observe the same standard of conduct we would expect to see in other aspects of the Club.

The ELECTIONS:

I) Will open as soon as can practically be arranged, following the completion of the campaign period. An announcement will be made to confirm the date on which the election process begins. Presently we are targetting a December 16th date for opening the election process. The election timeframe shall be not more than 5 full days, following announcement of the candidate's names.
J) Campaigning shall cease at the date specified in (G) above.
K) Candidates do not have the authority to "throw their support" behind another candidate, should they withdraw from the election; thus a candidate can't send all his votes over to another. A vote rendered cannot be recovered and members are advised to consider their votes in the first instance.
L) Voting will be by means of private ballots, in the form of e-mails sent by the voter to their respective CoA. Only one vote is allowed per member officer. A nomination shall not be counted as a vote. An ambiguous vote (i.e. an "if/then" type of vote) shall not be counted.
M) Announcement of the voting results will be made within 96 hours after the close of the election period. The election period shall be not less than 5 days in length, given the time of year.
N) The newly elected members will assume their new roles within 2 weeks of the announcement.
--------------------------

For those who'd like to critique the process, I'd ask that you forward your comments to me. Your thinking may be factored into subsequent elections but, barring a fatal flaw, we won't be deviating from the process laid out. We will no doubt learn from the experience. By design, there is some element of effort required in this process, for the nominator as well as the voter. We are presumably looking for folks who are willing to extend themselves, have some aptitude for administration and co-ordinating efforts, which in this case would be mustering at least the initial support of 3 members. The time of year for this might be better but there is continued focus on moving through this stage in the Club's growth and we are thus allowing somewhat generous timeframes for the various stages. We also seem to see more activity during the pre-Holiday season.

Gentlemen, thank you for your time. Nominations commence on the morning of December 3rd.

Union officers, please make the subject line in your election emails with the word "Election" when the time comes to vote. This will send them directly to a folder and I won't have to be constantly cleaning out my inbox.

Union Chief of the Army

General Adams,

Hear, hear! The next thing you know, those scalawags will want to limit the expansion of slavery into the territories and all sorts of such maliciousness. Why, they might even stoop so low as to someday give women the right to vote [:0] !

Maybe we Rebs should just secede . . . [:)]

Your humble servant,
LGen 'Dee Dubya' Mallory

Union officers, remember when sending me an e-mail with your cabinet vote use the word "election" for your subject.
