I'm all for historical preservation, but geez. This thing was a hunk of junk from day one and now we are gonna pay an addition 14 million to put it on land and have people walk through it? I say we use that money to preserve pieces of battlefields getting paved over for more Walmarts/strip malls.

I could see preservation IF the ship was intact, but this case seems to be a hulk that is not intact. As the ship was scuttled, there are no bodies involved, so that narrows the scope of the historical value, IMO. I am sure that the wreck has been gone over many times for historical records. Sometimes, history should take a back seat to practicality.
