Guys - there is a known error with the artillery value on inclement weather turns. Instead of the value being below 100 it was set above that value thus during bad weather turns you might notice that artillery fires BETTER.
I will correct this for the next update.

The weather line values are confusing. Sometimes the value for the fields is set above 100 and sometimes below. For instance movement penalties are set above 100. Fire values are set below 100. When you look at the line its not always easy to pick them out. I literally almost passed out on more than one occasion when working on the PDT weather lines.
And no, Ernst, it wasn't because a beautiful blonde passed by my window!
A PDT file editor would be very handy. I mentioned this to Dominik at one point but its very difficult to program. There is not a set number of lines. The fire values and the weather lines cause the file to have a variable amount of lines.
Hoping some day that someone can come up with an editor. It certainly would make the game easier to work on.
