when there are many leader at the same level only the first one show command range (Ney and Grouchy in Wanterloo ). is it a bug or only the first leader have really command capacity? |

not a bug........they are replacement leaders if in yellow on their icon. they function only after the existing leader goes down. |

Yes but meanwhile I think they can be used to add the +1 Moral if stacked with units so you don't have to "store" them somewhere but can use them right away. |
