I suppose your saying that arty should be able to move to any of the three rear hexes. If we were talking about one or two tubes, I would agree, but you have forgotten, a hex can contain up to 18 pieces of arty. Imagine trying to pivot that many tubes and move all of them to the rear simultaneously. It just can't be done and I challenge you to show an example just as I have described.
