I suppose your saying that arty should be able to move to any of the three rear hexes. If we were talking about one or two tubes, I would agree, but you have forgotten, a hex can contain up to 18 pieces of arty. Imagine trying to pivot that many tubes and move all of them to the rear simultaneously.
