and grand tactical (division) levels of war?

I tried the Forge of Freedom, but it was a wierd system. It just sits on my shelf. I am looking for a hex system that covers the entire war, much like the SPI CW game of the 80s was. IT was a great game, brigade level or higher, production, strategy and operational art, movement based on hexes. I think it was one week per turn, 1000 men per points or something like that.

I am not sure there is a "hex" based game out there covering the Civil War any more. Most have gone to "region" system so that key areas can be emphasised regardless of whether they rate a hex or not.

AGEOD's ACW is probably the best simulation of the entire war. Althouh it has flaws mostly in the area of awarding Victory Points and ending game. It's strong points are a relatively easy to use production system that allows you to still control what your armies look like and a supply system that effectively limits unsupported advances into enemy territory. ACW isn't hard to play but is hard to master. Lack of a good manual is one reason. You have to hunt around on their forums to get the detail information you need to make some choices.
