I would guess that if it's only a download one would not have to pay the duty fee they would have on a regular item. No physical border is crossed and no physical item is bought.

HPS Simulations is not responsible for import duties. Please do not ask us to commit fraud in this regard. Does anyone know what they are getting at here? Rich Hamilton? |

Import duties are usually added at the border of the country receiving the goods. But to be taxed they have to cross physically that said border. I don't think an US company will play the tax collector for a foreign country such as GB, Germany, France or Bangladesh. The fraud would be for a buyer to ask HPS for example to lie about the value of the goods or says that it's a gift, so that if intercepted by the customs the tax would be lower or non-existent. So it seems to be a good news for gamers... The download is cheaper as there is no shipping fees and no duty fees.
