This is a way how operating system prevents unauthorized access to your computer. Therefore, you should have firewall turned on, but you also need to define exceptions for it. If your FTP client is not listed among these exceptions you should add it. <font color="limegreen"><i> Lt. Afdter some digging around on the web I discovered the truble: I had to turn off Application Layer Gateway Services Control Panel|Administrative Tools|Services before it would work.
