There seems to be contradictory information around regarding the proper setting of the Partial Retreats optional rule when NME is in effect. Has this been clarified? Should it be on or off? And why? If you want to use No Melee Eliminations then the Partial Retreats rule should be OFF. This is found in the manual (will post the paragraph if you need it). The coding for the PR rule conflicts with the NME rule pure and simple. After that you need to send a note to Rich H. for a more detailed answer.
