I think it means that if, say, a bridge had an original strength of 400, then it can only repair it up to the value of 200, and not completely rebuild it to what it originally was, within the timeframe of a scenario. 200 is more than enough for any unit to be able to cross, but still quite easy to destroy again.

I noticed playing a Waterloo campaign I have repaired some bridges, infantry can cross, but not my artillery or cavalry.

Right, I forget the threshholds offhand, but the essential idea is that a bridge that can take infantry can't necessarily take the heavier Cav and Guns. Some bridges have their "max" set low enough that they'll never be able to take the heavy stuff, representing some rather rickety or makeshift bridges.

0-49 no units
50-99 only infantry and leaders
100-149 add in cavalry
150 and above all units may cross
