My vote is for keeping the actual system of OBP. Manoeuvers are a great way to try various tactics and strategy with other officers on your side. Giving 50% of the points is fair. Allowing the players to get to full points award for manoeuver may have a decreasing effect on the "rivalry" between the...

A way to resolve the problem of unbalanced scenarios is by establishing a system of handicap. You penalize the favorite side with points penalties.
