Sounds like you guys need to get Frank Hunter's ACW game. He has done all what you are talking about, then you'd be free to referee the game, and make the tactical battles.

With locked OOB's one can't modify units donw to sub groups of 375 men.[:(]

Mr. Slepetz, I think you miss the point. To play historically, does not mean you have to do EXACTLY what they did, it does mean you do it in a manner they would've done had they chose to do that.
