I think this is intentional. I have seen several scenarios where some reinforcements (both sides) have a 10% probability while others have 100%. My usual compromise is that units may retreat over the board edge when they are not actually engaged with the enemy. I guess we're all used to units routing in the most nonsensical way--usually straight away from the own lines & into the teeth of the enemy's defenses--(and then refusing to come back, claiming they "can only move away from the enemy" when that's exactly what they're declining to do).
