I don't know that it rules out anything, it simply means that those require redoing the OOBs (to restructure differently). That's something that can be done at the end user level. I am pretty sure nothing is actually locked and hadn't been for awhile -am thinking since Overland -it is more likely th... |

You can add any portraits - just stick it onto the Leaders graphics file - find a slot ... and you'd have to point to the number where you stashed the portrait - it's basically what they do there. Know it because I had done it for them for a project not yet published. You can add another row to the ... |

Didn't realise how far I'd got off track - ok, I am looking at this as a design question. Hess just published a book in October - it might be worth getting (or putting on my to get list).
The ammo thing is a red herring; arty ammo limits can be edited in a scenario. |

If one side's artillery are in increments of 6, in effect that gives the side which is divisible by 8/4/2 a stacking advantage to the side with the guns that are mostly 2 or 4.
