It costs 6 movement points for Cavalry to change from column to line? But why does this amount seem to vary during the movement phase/turn? Sometimes it costs up to 11 movement points to change formation. I can't find an explanation for this in the game manual? [?]

You're forgetting that cavalry has 24 MP compared to 12 for infantry and when they dismount their remaining MP are halved. If you dismount at the start of the phase your dismounted troopers have 9 MP left (24-6)/2. However if you move them first their remaining mp will be (24-used MP-6)/2 at least that's what I've seen.
