At what level do supply wagons become useless, 10, 20, 30 supplies? I seem to end up with a bunch of wagons at 20 or less that seem to just be a waste of space.

The way they work is one supply wagon factor will resupply 10 men. But it has at least enough to resupply the ammo depleted unit attempting it. So if you have a wagon with 10 factors remaining it can resupply any unit with 100 or less men but no unit with more. Unless its a scenario with a lot of small regiments in it you will tend to end up with a lot wagons with about that many points left.

Thank you, didn't know the ratio, 1 to 10, that will help in positioning forces and wagons. Am I correct that wagons can't work together to supply a unit, say a 10 and 20 unit wagon combination to supply a 250 man unit.

Right, they can't combine which is why you end up with a lot of almost empty wagons. This isn't a problem in most scenarios but some of the Pennisula ones you accumulate quite a few of them. This is what generated the other thread on what to do to fix it.
