In a Turn-based scenario of HPSCN (#003 First Bull Run), Yankee infantry found itself positioned adjacent to a Rebel mounted cavalry unit that was also isolated and disrupted. In the Optional Melee Resolution portion of the turn the computer allowed the infantry to melee the unit! Was this supposed to happen?

Yes, isolated, disrupted cavalry can be meleed by infantry, see the User's Manual under Melee.

Infantry units and Dismounted Cavalry cannot Melee attack non-Isolated Mounted Cavalry
