So is the thinking here that the breastwork being built is a full hexside in actual length, meaning that 400 men could constuct one faster than 40 men? Or was the idea that a unit need only construct a breastwork for their own particular frontage, which would equally apply the 18% probability?

What brought this email exchange about was that I was asked this by someone I was playing a match with at Gamesquad. The manpower affecting creating breastworks is not documented in the HPS user.doc file - and I don't recall if it is in the Talonsoft manuals - so I need to correct myself, Rich H did not say 'no, manpower does not affect breastwork building.', like I had first wrote- but rather - that no, it is not documented that manpower in a unit affects breastwork creation, but it could work that way and be undocumented.

Which, in effect means that Mr Whitehead could well be correct. I hope that is the case --- I understand about the unit frontage angle, but a unit can create a breastwork that any units able to fit in the hex can use.

Plenty of stuff in the game that isn't documented. These games have a long history of changes and additions and the HPS manual was written from scratch a few years ago while the games themselve still use the old BG engine.

Gents,
just my two cents (Confederate pennies) on this topic: If strength doesn't factor in, and a 75 man unit can construct as fast as a 700 man unit (the idea being that a smaller unit only constructs enough to cover their own front) then it's really a broken rule because a small unit could construct and have a large unit move in to reinforce the hex and still receive the same benefit as if it (the larger unit) had constructed the breastwork. Obviously, a fortification that protects a 75 man unit wouldnt give much protection to a larger unit, so what gives?
