I have played Shiloh on TalonSoft many times and am now playing it on HPS for the first time. I noticed that both the Rebels and the Union have Objective Hexes on the edges of the map. They do not seem to be Exit Hexes.

What are they for??

Which scenario? If they have a 0/? value they probably are exit hexes/.

The hexes do have point values and I do not see any multipliers for exiting.

The scenario is part of a campaign.

When you click on the hex it should give value and say objective, it should also show up under information/objectives. You could send me the file and I can look at the hexes you are talking about.
