Though I cannot support this proposal being killed, at least there is still a possibility of improving things somewhat by widening the eligible group.

I think Pierre just misused the terminology perhaps. To veto something is to nix a bill ALREADY passed.

To kill a bill on the table is to TABLE a proposal.

Someone with more parliamentary procedural studies than I will have to look that difference up.

As there is nothing in the rules about a President having TABLING powers or not having them than I just fall back on the old "elastic clause" and assume he has. It could be an issue if misused but I don't believe it was misued at all in this instance. Especially since they voted anyways.

As always I trust Pierre et al up there. :)

Just so you know, in using the term killed, I meant even by vote....I was trying to give feedback to those who voted for and against. I am happy it was done by vote though.
