I agree that Rout Limiting is an unhistoric Optional Rule. However, in my experience most (players on both sides) will not play with it unchecked. My best guess is that it has to do with 'range'. I like the number 12 a lot. It is easily divisible by 4 or 6 which are the normal battery sizes of the two sides. I can't prove it but I bet you dollars to donuts that was a factor in the decision.
