First of all, I'm wondering what you mean by "suspicious"? I highly doubt either Tom Hicks or Chris Hopper have some sort of "agenda" for you to be "suspicious" of. More likely these are honest mistakes (Pendleton) or conscious design choices (the batteries divided into sections). Rather than ask here, why don't you email the game designer directly? Only he will be able to tell you for sure.
That brings up my next point. There are two "Sharpsburg" scenarios for Corinth. The first by Tom Hicks (
thicks@adelphia.net)is most likely the one you are referring to, as he created an entirely new OOB for his scenario. The second scenario, by Chris Hopper (
Birdmanrtb@aol.com)is a Norris-Frost scenario.
