My feeling on ammo if I had my wishes fulfilled (however first the one for a Billion dollars so I could be a one percenter):
Small arms ammo would be tracked by regiment. As they fired they would use it up. Resupply would be automatic but at a certain rate per turn. As the regiments ammo got low, say <10 rounds per man its fire rate (or factor) would go down to save ammo. Maybe take 5-10 turns for a regiment to return to full supply depending on distance from nearest ammo wagon.
Artillery ammo would also be based on the number of rounds it carried. Once it ran out it would have to limber and return to the Army/Corps trains to resupply. In reality only the caissons would be sent back but the guns were usually withdrawn too so simulation wise it would work.
