Do disrupted and/or routed units recover fatigue? Does command and control have any bearing upon fatigue recovery?

Just ran a quick test.
Set up a unit D'd, routed and in column.
All were detached.
Did 3 night turns, D'd and column units recovered Fatigue all 3 turns.
Routed unit did not until it rallied then it recovered some fatigue on the turn it rallied.

Just realized I ran this test on my 4.05.1 version, currently have 2 versions because playing a non club game with someone who hasn't updated.
Ran it again on the 4.05.4 version.
Ran it 5 turns because it took longer for the routed unit to rally.
Results were the same.

Since C&C is essential for a unit to rally after it has routed, then as Ken said, a unit will not recover fatigue until after it has rallied, then the answer is YES.
