I am fully agree with Stephane and Guillaume.A second turn seems to me necessary.
However, it's up to you Jim and the Cabinet.By the way, I'm sure that you will not proceed to this second turn. The second turn is tipically french. We have two turns in our elections and only one in Great Britain and in America. As American and English are the majority of the players ...

Anyway congratulations to Bill for his first turn leading and may be for his president winning.

the NWC site is located in Switzerland (wargame.ch).
therefore, no french law, no floridian law, but only swiss law should apply !!!

If it is not the case, Bill would be (if not only a nice guy) only president of ... himself with the same level of authority than a "rollmops" could have.

I therefore stick with my first opinion, which is shared by the very honest Bill Peters, who himself recognized that :
" The last thing I want is contraversy over the election."

Therefor, a second turn is necessary.

Well, there are "winner takes it all" systems where the one with the most votes gets the seat, regardless of how much of those casting their vote he represents--I understand that's how the British (or is that English? as Scotland has a parliament?) House of Commons is elected--and there's systems that require a majority (i.e. over 50%) of those who actually cast their vote. (It's never those who are *eligible* to vote, Jim, or you would be right that there could never be a successful presidential election. Those who vote are supposed to represent those who don't.) In the latter case--which appears to be more common in present-day democracies--there needs to be a second ballot or coalitions must be formed. There are even systems that would allow candidates who don't seem to have a realistic chance to donate their votes to a candidate with a better chance.

This is a decision that should have been made *and announced* beforehand, of course. With four candidates it was to be expected that nobody would get over 50% of the votes in the first ballot. Whatever the cabinet decides *now*, in full knowledge of the result, is open for criticism.

Personally, like most who have posted here, I have some problems with an election where the winner represents only a third of those who voted. Had this been known beforehand, it is conceivable that some candidates had decided not to run, so not to spoil the chance of a clear decision. Take it to extremes and suppose we had 10 candidates, then one could have won by representing just 11% of the vote, and that seems to stretch the idea of "democracy" or let's say representative government a little, does it not?

Dierk - sorry I didnt see this earlier - a runoff occurs when you have the top two candidates of a previous election run against each other.

In Washington state this occured as the votes were far too close to give either of the candidates the outright victory. I think there was something like 400,000 votes for each candidate and the division between each was something like 100 votes! Yes, it was very close.

At this point the Cabinet has Jim's email and hopefully we will hear something official soon. I also sent one (and of course you were cc'd on it) to them last night. Its up to them at this point.

Like all of us candidates, I want to see the Rules changed to have a more definite meaning in this area and a couple of others as well. Little things need to be corrected too such as the links that do not work.
