Why is it in some battles infantry can't melee with mounted cavalry and others it can?

Infantry can never melee good ordered cavalry. However, they can melee isolated cavalry.

Under what circumstance did you observe an infantry unit melee a cav unit.

It is very important that when questionable circumstances are reported that specifics are included. Also, save a file if needed to use when reporting to the WDS helpdesk.

You can also melee mounted cavalry with infantry when they share a hex with non-cavalry units. That way you can’t use a mounted unit in a hex with artillery to prevent the hex from being assaulted by charging infantry.

Yep they were with an unlimbered artillery unit.
