General Ludwig my read on this is this. The gentlemen dancing symbolises the Russian bear in his Russian militia type uniform and the dog is Prussia dancing to the Tsar's tune.

Some things of particular historical interest are

Notice the heavy armament carried by the militia
Notice how the dog seems to support himself (or is it her) on an invisible object. I would suggest it is the Ghost of Frederick the Great.

As for the bright and vibrant colours featured throughout the image these would seem to me be a solid representation of the vitality of Prussian culture [:0]

With my warmest regards
[:D]

Could it be Bart over from the CCC? [:D][:p]

Nope, Bart is a poodle! [8D]

It looks terribly Russian to me for some reason.

Probably named "Ode to a Peasant" or something like that![;)]

You all read to much into this simple painting. Oviously it is a French marechal (in camp attire) and his dog who have just spied a mouse and are leaping back in terror...[:0].
