Quick question.

Do supply wagons count against the stacking limits in a hex? I have forgotten.

Only for total units -- they do not reduce the number of infantrymen, cavalrymen or guns that can occupy the hex. You can add them to any hex that does not already contain one and has less than the max number of units.
