The 3:1 ratio I would be considering ONLY when the cavalry force is less than 100 strength.

I do agree with Jeff's comments as probably the best way to consider the variable factors.

I am a fan of house rules in some respects.

At the end of the day are small cavalry units worth the points/risk of easy elimination for the time delay and disruption they cause? Up to the player employing the tactic I suppose.

But the more we discuss the better understanding we get.
