Section 1.0 Club Philosophy and Goals

The Napoleonic Wargame Club was founded in 1998 by people dedicated to the study of Napoleonic history, and wargaming reflecting that period. A great deal of thought and effort were put into the structure of this club to ensure that it would become one of the premier online, organizations of its type. It is through the continued efforts of its dedicated administrators, and the active participation of its membership, that our club continues to thrive and grow.

The club currently supports several game designs including Talonsoft, Matrix, HPS, JTS and Histwar. With several more Napoleonic titles currently under design, the future for our gaming hobby looks very bright indeed. Our goal is to provide our members with a place where they can experience the military and historical flavor of the Napoleonic Period. Our club provides more than just a points ladder system, but a better way to participate in Napoleonic roleplaying and scholarly discussions of Napoleonic history. Promotions are based on the number of games played, but assignments to the command positions of the club's armies are based on the qualities of individual leadership displayed by our most talented officers. The leadership positions within the various armies reflect a General Staff type system, but our club also includes a "civilian" cabinet led by a Club President who is elected by the membership. This provides a method to balance the military perspective of our club, while providing our members with a means to communicate complaints, suggestions and comments to a body of neutral leaders without any bias towards the particular armies in our club. Active participation by all members is encouraged, as this helps to reduce paperwork and distributes administrative duties, making them less burdensome.

Above all, the goal of our club is to promote the friendly interaction of Napoleonic wargamers in order to enhance the enjoyment of their games, and to increase their knowledge of Napoleonic history.

Section 2.0 Membership

Membership in the NWC is totally free.

The club membership is divided into armies that represent the major powers of the Napoleonic Wars. Club members may only hold one active commission in one of the club’s armies at any given time, but are allowed to transfer between the various armies under certain conditions. Regardless of the army affiliation chosen, there are no restrictions on which side a member may play in a given battle. A member may play any side in any battle in which they are engaged. Whereas most members generally tend to play the same side as the army in which they are commissioned, this is not a requirement.

Role playing is encouraged to portray the natural rivalry and positions of the French and the Coalition. Friendly banter is encouraged, but rude and antagonistic behavior, or cheating, will not be tolerated.

It is expected that our members will actively contribute to the benefit of our club in some manner. In order for a member to be considered as ‘Active’ in the NWC, a minimum of one of the following conditions must be met at all times:

1. Maintains Regular Contact with Both His Superior, and Subordinate, Officers.

This is a requirement of leadership. It refers to the ‘active’ participation in the club’s chain of command. An officer would be ‘active’ under this criteria if he was mentoring and guiding his subordinates, while monthly reporting his activities in this regard to his superior officers so that they may remain well informed of his actions for the benefit of the officers under his direct command. This is decidedly different from simply sending an Email Reply to a muster request which in itself is not sufficient grounds to be considered as ‘active’, as there is no benefit to our club from such an activity alone. This requirement is mandatory for all Army Commanders and Army Commanders in Chiefs.

2. Maintains a Registered Game in Play at All Times.

Games are an integral part of our club. Any officer that actually meets this criterion will certainly be considered ‘active’. To qualify, the game in play needs to be properly registered in the DoR System. Army, or Club, Command may request a copy of the email and game file exchanges between opponents at any time a question arises as to whether or not a game is actually in play.

3. Maintains our Club, or Army, Webpages.

The webpages of the NWC are maintained by a small pool of webmasters in accordance with Section 3.3 of the NWC Club Rules. Any officer that is performing these duties will be considered to be an ‘active’ officer, as our webpages are a direct benefit to all of our members.

4. Designing New Napoleonic Game Titles.

Although not directly contributing to our club, game designers are a critical component for the continuation of our hobby on which our club directly relies. Any officer that is actively employed designing new Napoleonic game titles will be considered an ‘active’ officer.

5. Playtesting New Napoleonic Game Titles.

This relates to Item #2 above, as playtesters will nearly always have several games in play at any given time. The difference is that these games cannot be registered as the scenarios are under development and considered secret at the time of playtesting. In this instance, a game file cannot generally be requested to verify the games in play, but these individuals are dedicating their time to ensure the future of our hobby, just like the game designers listed in Item #4 above. Any officer that is actively employed playtesting new Napoleonic game titles in conjunction with an ‘active’ game designer will be considered an ‘active’ officer.

6. Posting in Our Club’s Forums.

Like the interaction of our members during their games together, our forums are a major source of social interaction in our club. More than that, they serve as a visual element to pique the interest of potential new recruits which are always needed to replenish our ranks. Active forums keep our club interesting. Officers who regularly post in our forums contribute to this social interaction. Any officer that consistently places four informative or entertaining posts a month (i.e. one per week) will be considered an ‘active’ officer.

It should be noted that reading our forums is a passive activity, and would not, in itself, constitute active participation for the enhancement of our club. If no one actually posts, there is nothing whatsoever to read.
An ‘Active’ member will be allowed to post in the Club’s Forums, register games in the Club’s Department of Records (DoR) System, and will always retain the command of a unit in a specific army. Any member failing to meet the requirements of an ‘Active’ member, will be considered to be an ‘Inactive’ member. ‘Inactive’ members will have their Forum and DoR Accounts deactivated, and will be removed from the command of a specific unit and placed in the appropriate army’s reserves. The Forum and DoR Accounts of ‘Inactive’ members will be deactivated on the same day that the members are determined to be ‘Inactive’. ‘Inactive’ members will be removed from an ‘Active’ command and placed in the army’s reserves within two weeks if the member fails to subsequently meet the criteria of an ‘Active’ member as listed above.

Each member is required to submit a fully completed Recruitment Form to his Army Commander, with a copy to the Club’s Cabinet, before receiving a commission in the NWC. Any member that has been classified as ‘Inactive’, will also need to submit a fully completed Recruitment Form to his Army Commander, with a copy to the Club’s Cabinet, before being reinstated as an ‘Active’ member.

Section 3.0 Organization

3.0 – General

The NWC is dedicated to the democratic principle that every member has a voice, and that every voice is important. There are two branches of the club’s organization. These consist of the Cabinet and the Armies.

The Cabinet is the governing body of our club. It is comprised of five, active members of the NWC including the Club President, Club Secretary, Club Public Relations Officer, and the respective Commanders in Chief from both the French and Coalition sides of the club.

The Armies are the organizations into which all members are assigned a command. The armies are divided into two main sides, the French and the Coalition. These main sides may each be sub-divided into armies based on the discretion of their respective Commander in Chief.

3.1 - The Cabinet

3.1.1 - General Cabinet Duties

The duties of the Cabinet are broad, and include the various administrative aspects of running the club that lie outside the daily administration of the individual armies. Cabinet duties are generally focused on the matters arising in our club that have a larger impact on the membership as a whole.

Typical Duties of the Cabinet include:

• Settles disputes and resolves issues arising in individual games.
• Interprets vague or ambiguous rules.
• Acts as a forum for the resolution of officer grievances.
• Approves tournaments for club sanctioned play.
• Acts as an unbiased, voting body to address any disciplinary matters that may arise.

3.1.2 - Club President

The Club President is the elected leader of the Cabinet. His primary focus is on the welfare of the club as a whole, not the detailed workings of the individual armies except as they may impact the welfare of the club as a whole.

The Club President:

• Acts as the Chair for all Cabinet meetings.
• Acts as the Board Administrator for the NWC Forum Boards.
• Acts as the Chief Spokesman for the Cabinet.
• Acts as the Overall Coordinator for club activities, including the coordination with tournament organizers to determine the officially sanctioned tournament schedules.
• Sets the agenda for all Cabinet meetings, including requests for information and feedback from the Cabinet members as required.
• Settles any disagreements between Cabinet members.
• Decides when a Cabinet discussion is concluded and calls for a vote when appropriate.
• Counts the vote and announces the results to the NWC membership.
• Has administrative access to the DoR Records of all officers in the club.
• May not serve as an Army Commander, an Army Commander in Chief, or in any other position on the Cabinet during his tenure as the Club President.
• Is annually elected by the majority vote of the NWC membership and serves a 1 year term. There is no limit to the number of consecutive terms that the Club President may serve.

3.1.3 - Club Secretary

The Club Secretary is responsible for the accurate, unbiased transcription and secure storage of the records associated with all actions of the Cabinet.

The Club Secretary:

• Acts as the Note Taker/Recorder of all club votes.
• Promotes the playing of games in the club, reviews potential new games to be added to the club, and looks for balancing measures for current games.
• May not serve as an Army Commander in Chief, or in any other position on the Cabinet during his tenure as the Club Secretary.
• Is elected by the majority vote of the NWC membership and serves a 2 year term. There is no limit to the number of consecutive terms that the Club Secretary may serve.

3.1.4 – Club Public Relations Officer

The Club Public Relations Officer is responsible for promoting the club in such a manner as to attract new members to the NWC.

The Club Public Relations Officer:

• Promotes the club to encourage the enrollment of new members.
• May not serve as an Army Commander in Chief, or in any other position on the Cabinet during his tenure as the Club Public Relations Officer.
• Is elected by the majority vote of the NWC membership and serves a 2 year term. There is no limit to the number of consecutive terms that the Club Public Relations Officer may serve.

3.1.5 - French Commander in Chief

The French Commander in Chief is the Cabinet's liaison for the French side of the club.

The French Commander in Chief:

• Serves as the representative to the Cabinet for all of the French Armies.
• May not serve in any other position on the Cabinet during his tenure as the French Commander in Chief.
• Is elected by the majority vote of all French Officers and serves a 2 year term. There is no limit to the number of consecutive terms that the French Commander in Chief may serve.
• In the event that there is only one army on the French side of the club, the Army Commander of that army also serves as the French Commander in Chief.

3.1.6 - Coalition Commander in Chief

The Coalition Commander in Chief is the Cabinet's liaison for the Coalition side of the club.

The Coalition Commander in Chief:

• Serves as the representative to the Cabinet for all of the Coalition Armies.
• May not serve in any other position on the Cabinet during his tenure as the Coalition Commander in Chief.
• Is elected by the majority vote of all Coalition Officers and serves a 2 year term. There is no limit to the number of consecutive terms that the Coalition Commander in Chief may serve.
• In the event that there is only one army on the Coalition side of the club, the Army Commander of that army also serves as the Coalition Commander in Chief.

3.2 – The Armies

3.2.1 - General Army Duties

The duties of the Armies are specific, and include the timely award of promotions, honors, and medals. Each army has a command structure using ranks and titles that are representative of the period. Each level of leadership in the army’s command structure has associated duties and responsibilities. To hold any command position in an army, the officer must be active in accordance with Section 2 of the NWC Club Rules.

3.2.2 – Commander in Chief ( CinC )

Each side of the club (French or Coalition) may have multiple armies. To provide for a smoother command structure, each side of the club has one overall Commander in Chief who is responsible to the Cabinet for all of the administrative duties associated with the command of all armies on his side of the club.

The Commander in Chief:

• Serves as the representative to the Cabinet for all of the armies on his side of the club.
• Serves as the overall leader of all of the armies on his side of the club.
• Has administrative access to the DoR Records of all officers on his side of the club.
• Is elected by the majority vote of all of the officers commissioned on his side of the club and serves a 2 year term. There is no limit to the number of consecutive terms that a Commander in Chief may serve.

3.2.3 - Army Commander ( AC )

Each Army in the club has one Army Commander who is responsible to his respective Commander in Chief for all of the administrative duties associated with the command of his Army.

Each Army Commander:

• Serves as the Leader of his army.
• Maintains accurate records of officers in his command. This would include such things as OBD Points, Medals, Ranks and Email Addresses.
• Awards medals earned by the officers in his army.
• Awards titles earned by the officers in his army.
• Is responsible for the performance of his Army’s Webmasters in accordance with the requirements of Section 3.3 of the NWC Club Rules.
• Oversees quarterly musters, or any other action necessary, to ensure that all officers of his army are ‘Active’ in accordance with Section 2 of the NWC Club Rules.
• Has administrative access to the DoR Records of all officers in his army.
• Is elected by the majority vote of all of the officers in his army and serves a 2 year term. There is no limit to the number of consecutive terms that an Army Commander may serve.

3.2.4 - Army Chief of Staff ( ACoS )

Each Army in the club has one Army Chief of Staff who is responsible to his respective Army Commander for his portion of the administrative duties associated with his Army.

Each Army Chief of Staff:

• Serves as the Second in Command of his army.
• Assists his Army Commander in the maintenance of accurate records of officers in his army. This would include such things as OBD Points, Medals, Ranks and Email Addresses.
• Assists his Army Commander in the award of medals earned by the officers in his army.
• Assists his Army Commander in the award of titles earned by the officers in his army.
• Assists his Army Commander in the performance of quarterly musters, or any other action necessary, to ensure that all officers of his army are ‘Active’ in accordance with Section 2 of the NWC Club Rules.
• Has administrative access to the DoR Records of all officers in his army.
• Is appointed by his Army Commander and has no limit on the term or number of years that he may serve in this position. An Army Commander may retain, or replace, his Chief of Staff at his discretion.

3.2.5 - Corps Commander ( CC )

Each Corps within an Army has one Corps Commander who is responsible for all of the administrative duties associated with the command of his Corps.

Each Corps Commander:

• Serves as the leader of one Corps within his army.
• Reports to his Army Commander on a monthly basis.
• Maintains accurate records of officers in his command. This would include such things as OBD Points, Medals, Ranks and Email Addresses.
• Assists his Army Commander in the performance of quarterly musters, or any other action necessary, to ensure that all officers of his Corps are ‘Active’ in accordance with Section 2 of the NWC Club Rules.
• Is appointed by his Army Commander and has no limit on the term or number of years that he may serve in this position. An Army Commander may retain, or replace, his Corps Commander at his discretion.

3.2.6 - Division Commander ( DC )

Each Division within a Corps has one Division Commander who manages all of the administrative duties associated with the command of his Division.

Each Division Commander:

• Serves as the leader of one Division within his army.
• Reports to his Corps Commander on a monthly basis.
• Maintains accurate records of officers in his command. This would include such things as OBD Points, Medals, Ranks and Email Addresses.
• Assists his Corps Commander in the performance of quarterly musters, or any other action necessary, to ensure that all officers of his Division are ‘Active’ in accordance with Section 2 of the NWC Club Rules.
• Is appointed by his Army Commander and has no limit on the term or number of years that he may serve in this position. An Army Commander may retain, or replace, his Division Commander at his discretion.

3.2.7 - Brigade Commanders ( BC )

Each Brigade within a Division has one Brigade Commander who manages all of the administrative duties associated with the command of his Brigade.

Each Brigade Commander:

• Serves as the leader of one Brigade within his army.
• Reports to his Division Commander on a monthly basis.
• Maintains accurate records of officers in his command. This would include such things as OBD Points, Medals, Ranks and Email Addresses.
• Assists his Division Commander in the performance of quarterly musters, or any other action necessary, to ensure that all officers of his Brigade are ‘Active’ in accordance with Section 2 of the NWC Club Rules.
• Is appointed by his Army Commander and has no limit on the term or number of years that he may serve in this position. An Army Commander may retain, or replace, his Brigade Commander at his discretion.

3.2.8 – Regiment/Battalion/Battery Commanders ( RC )

Each Regiment. Battalion, or Battery within a Brigade has one Commander who manages all of the administrative duties associated with the command of his Regiment, Battalion, or Battery.

Each Regiment/Battalion/Battery Commander:

• Serves as the leader of one Regiment, Battalion, or Battery within his army.
• Reports to his Brigade Commander on a monthly basis.
• Maintains accurate records for himself. This would include such things as OBD Points, Medals, Ranks and Email Address.

3.3 – The Webmaster Pool System

3.3.1 - General Purpose and Structure

The purpose of the Webmaster Pool System is to create sequential levels of responsibility for the maintenance of the Club and Army Webpages to ensure that all are kept reasonably current at all times. Capable individuals will be assigned to operate as either Club Webmasters or Army Webmasters. Together they will form an integral team dedicated to the timely maintenance of all of the webpages that are so vital to the ultimate success of the NWC.

3.3.2 – Club Server

All webpages used for the NWC shall be stored on the Club Server so that they may all be accessed by the webmasters serving the armies and the club. All webpages displayed as a part of our club will be configured to run from the Club Server. Webpages stored on servers other than the Club Server will not be used except as a terminal reference for a club related webpage.

3.3.3 – Club Webmasters

The primary duty of our Club Webmasters is to maintain the Club Webpages that lie outside of any specific army association. These would include the NWC Home Page, National Assembly, Club Rules, Club Links, Tournaments, Newsletters, and all other pages that do not directly pertain to a single army in our club.

Each Club Webmaster:

• Has direct access to the NWC Server on which all of the NWC Webpages are stored.
• Is responsible to the Cabinet for the timely maintenance and accuracy of all Club Webpages.
• Has the authority and responsibility to correct any errors, such as broken links, misspelled words, inaccurate statements, and other intuitive issues on the Club Webpages when he discovers them without requiring the approval of anyone.
• Must discuss with, and receive approval by the majority vote of, the Cabinet before undertaking any major revisions to any Club Webpages.
• Has the authority and responsibility to update officer records on any Army Webpages should the responsible Army Webmasters fail to do so within seven days of the time at which the officer’s status actually changed without requiring the approval of anyone. Such changes shall include promotions, medal awards, titles or honors earned, unit assignment and any other information that might typically be contained in the officer’s DoR Records.
• May not make any other changes to Army Webpages without the express consent of the respective Army Commander.
• Is appointed by the majority vote of the Cabinet and has no limit on the term or number of years that he may serve in this position. The Cabinet may retain, or replace by their majority vote, a Club Webmaster at their discretion.

3.3.4 – Army Webmasters

The primary duty of the Army Webmasters is to maintain the Army Webpages associated with the army to which they are assigned. There can be a maximum of two Army Webmasters for each army, the Primary Army Webmaster and the Secondary Army Webmaster. The Primary Army Webmaster is the officer in responsible charge of the status of the Army’s Webpages. The Secondary Army Webmaster serves as an assistant to the Primary Army Webmaster. Typically, the Army Commander would be the Primary Army Webmaster with the Army’s Chief of Staff serving as the Army’s Secondary Army Webmaster. As this arrangement is dependent on technical computer skills, it may not always be the case.

Each Army Webmaster:

• Has direct access to the NWC Server on which all of the NWC Webpages are stored.
• Is assigned to work only on the webpages of specific armies.
• Is responsible to the Army Commander on whose webpages he is assigned for the timely maintenance and accuracy of all Army Webpages.
• Has the authority and responsibility to correct any errors, such as broken links, misspelled words, inaccurate statements, and other intuitive issues on the Army Webpages to which he is assigned when he discovers them without requiring the prior approval of anyone.
• Must discuss with, and receive approval from, the Army Commander on whose webpages he wishes to work before undertaking any major revisions to the Army’s Webpages.
• Is appointed by the Army Commander who is in responsible charge of the webpages to which he is assigned and has no limit on the term or number of years that he may serve in this position. The Army Commander responsible for the webpages on which he works may retain, or replace, an Army Webmaster at his discretion.

3.4 – Elections of Club and Army Leaders

3.4.1 – General Philosophy

To ensure that the members of the NWC always have a voice in the running of our club, all Cabinet members and Army Commanders are elected by the members of the NWC. The three Club Cabinet members, i.e. Club President, Club Secretary, and Club Public Relations Officer, are elected by the majority vote of the general membership. The two Army Cabinet Members, i.e. the Army Commanders in Chief, are elected by the majority vote of the members belonging to their respective sides of the club. The Army Commanders are elected by the majority vote of the members belonging to their respective armies. In this manner, the members in an army are accountable to their Army’s leadership. The Army leaders are accountable to their respective Commanders in Chief. The Army Commanders in Chief are a part of, and accountable to, the Club’s Cabinet. The Club’s Cabinet is accountable to the general membership of our club. This structure ensures that every member of the NWC will always have a voice in the running of our club.

3.4.2 - Elections of Club Cabinet Members

There are three Club Cabinet members. These are the Club President, Club Secretary, and Club Public Relations Officer. All are elected by the majority vote of the general membership. The Club President serves a one year term and is annually elected in accordance with Section 3.4.5 of the NWC Club Rules. The Club Secretary serves a two year term and is elected in odd numbered years in accordance with Section 3.4.5 of the NWC Club Rules. The Public Relations Officer serves a two year term and is elected in even numbered years in accordance with Section 3.4.5 of the NWC Club Rules.

3.4.3 - Elections of Army Cabinet Members

There are two Army Cabinet members. These are the French Commander in Chief and the Coalition Commander in Chief. Both are elected by the majority vote of the members serving in the armies on their respective side of the club. Both serve a two year term. The French Commander in Chief is elected in odd numbered years in accordance with Section 3.4.5 of the NWC Club Rules. The Coalition Commander in Chief is elected in even numbered years in accordance with Section 3.4.5 of the NWC Club Rules.

3.4.4 - Elections of Army Commanders

The number of Army Commanders in our club varies with the number of armies in our club at any given time. There is one Army Commander for each of the armies in our club. Each Army Commander serves a two year term and is elected by the majority vote of the members serving in his army. The French Army Commanders are elected in odd numbered years in accordance with Section 3.4.5 of the NWC Club Rules. The Coalition Army Commanders are elected in even numbered years in accordance with Section 3.4.5 of the NWC Club Rules.

3.4.5 – Election Procedures

The procedure for electing Club Cabinet members, Army Cabinet members, and Army Commanders is as follows:

1. The call for candidates runs from September 1 to September 7. A candidate may be nominated by another member, or may simply volunteer to stand for election of his own accord. A candidate must be currently ‘active’ in accordance with Section 2 of the Club Rules to stand for election. A public post will be placed in the Rhine Tavern by the Club President on August 31 calling for all candidates that wish to be considered for election. Candidates may be nominated, or respond to this post on their own, to have their names placed on the respective ballots. This method ensures that all candidates are publically known to the general membership. In the event that there is only one nominee at the close of the nomination period, that person wins the election without a vote.

2. Once the nomination period is closed, the nominees may post a campaign statement in the Rhine Tavern at their discretion. The campaign period runs from September 8 to September 14. During this period, the members may pose any questions they may have to any of the candidates. Such questions will be posted in the respective campaign statements in the Rhine Tavern so that they may be viewed by the general membership. The answers of the candidates shall be posted in a similar manner. It is expected that all questions and answers will be conducted in a professional manner for the benefit of our club, even when there exists a difference of opinion.

3. Once the campaign period is closed, the voting by the membership will be conducted. The voting period runs from September 15 to September 30. Only members who are currently ‘active’ in accordance with Section 2 of the Club Rules may vote. In order to cast a vote, the member must send an email to all five, current members of the Club Cabinet, clearly stating his choice of the candidates currently standing for election. Only one vote may be placed per member for each of the positions being considered for election.

4. Once the voting period is closed, the votes received will be tabulated independently by all five, current members of the Club Cabinet. The tallies will be compared and the final results announced to the membership by the Club President. A candidate is elected if he wins a majority of the votes cast by the applicable members.

Section 4.0 Officer Battle Dossier (OBD) and Ranks

4.1 Promotions Within the Armies

As players play games, they earn points for their efforts. These points allow the officer to move up in rank within their respective armies according to the table below.

4.2 - Special Notes on Ranks

1. The French rank of Marechal is an appointed rank by order of the French CinC. At his discretion, the French CinC may waive the points requirement for becoming a Marechal of France, however in no instance will this title be awarded before an officer has earned a minimum of 1,000 OBD Points.

2. French officer promotions beyond the rank of General de Brigade are awarded only to those who assume a command position within the Grande Armee along with the appropriate administrative duties.

3. The Russian title of Generalissimos would only be awarded as a special honor (in addition to the points) and there can only be one standing Generalissimos in the Russian Army at any time.

4. The rank of Generalfeldmarschall may only be held by the current Commander of the Prussian Army.

4.3- Voluntary Transfers to Another Army in the NWC

An officer may voluntarily transfer to another army within the NWC. There are two ways in which this can be accomplished. The officer may elect to carry his current record from the army that he is leaving, over to the army which he is joining. This type of transfer is conducted in accordance with the following rules:

1. The Officer must notify their current CinC of their desire to transfer to another army in the club.

2. The current CinC will notify the recipient CinC that a transfer has been requested and work out any necessary details to effect the transfer.

3. Only one voluntary transfer is allowed in a 12 month period.

4. The Officer may carry across all of his OBD Points, and retains his entire VP Score.

5. The Officer will not carry across any of his medal entitlement, except in cases where such medals are common to both the army he is leaving, and the army to which he is transferring. In these instances, the common medals are retained.

6. The Officer will not carry across any titles, except in cases where such titles are common to both the army he is leaving, and the army to which he is transferring. In these instances, the common titles are retained.

7. The Officer will not be required to undergo a training game.

8. The Officer will be assigned a unit to Command in his new army.

At his discretion, an officer may choose to simply suspend his record in his present army, and begin anew in the army to which he transfers at the lowest rank, and with no battle record or awards, in accordance with the following rules:

1. The Officer must notify their current CinC of their desire to transfer to another army in the club.

2. The current CinC will notify the recipient CinC that a transfer has been requested and work out any necessary details to effect the transfer.

3. Only one voluntary transfer is allowed in a 12 month period.

4. The Officer may not carry across any of his OBD points or Victory Point score.

5. The Officer will not carry across any of his medal entitlement.

6. The Officer will not carry across any titles.

7. The Officer will not be required to undergo a training game.

8. The Officer will be assigned a unit to Command in his new army.

Should an officer choosing to transfer to another army by use of the second method ever decide to return to an army in which he has a previously existing record, he may reactivate his previous record without penalty.

Section 5.0 Gaming

5.1 - Game Types

There are several game types within the NWC

Two Player Fight A game involving two single players, where one player is a French officer and the other player is a Coalition officer. The combatants may play either side in the game.

Multiplayer Fight A game involving two teams of players, one team having at least one French officer versus one team having at least one Coalition officer. The teams of combatants may play either side in the game.

Single Maneuver A game in which both combatants serve on the same side, either two French officers or two Coalition officers.

Multiplayer Maneuver A game in which two teams of players serve on the same side, either two teams of exclusively French officers or two teams of exclusively Coalition officers.

5.2 - Scoring

5.2.1 - Terminology

OBD Points Officer Battle Dossier points are awarded based on the number of turns completed in Single Fights, Multiplayer Fights, and Maneuvers as modified by the victory level. These points are used by the armies to determine eligibility for promotions.

Victory Points ( VP ) Victory points are awarded to players achieving a minor or major victory in Single Fights or Multiplayer Fights. These are recorded separately from OBD points. Victory points are not awarded for Maneuvers.

Victory Points are used by armies to determine the qualification for Guard titles or other awards as the various armies see fit.

Major Victory = 2 VP
Minor Victory = 1 VP

Victory Level The result of the game denoted as one of either:

Major Victory
Minor Victory
Draw
Minor Loss
Major Loss

Victory Level Modifier The number of Bonus, or Penalty, OBD Points earned based on the Victory Level achieved in a game.

Major Victory: +3 OBD Points
Minor Victory: +1 OBD Points
Draw: 0 OBD Points
Minor Loss: -1 OBD Points
Major Loss: -3 OBD Points

5.2.2 - Single Fights

The formula for calculating the OBD Points awarded for a Single Fight is:

OBD Points = Number of Turns Played + Victory Level Modifier

Example 1

A French officer and a Coalition officer play a scenario that is 50 turns long. The game ends as a Coalition Major Victory after 27 Turns.

The French officer receives: OBD Points = 27 - 3 = 24 points

Because the French officer lost, he receives no Victory Points.

The Coalition officer receives: OBD Points = 27 + 3 = 30 points

Because the Coalition officer won a Major Victory, he receives 2 Victory Points.

Example 2

A French officer and a Coalition officer play a scenario that is 50 turns long. The game ends in a Draw after 27 Turns.

The French officer receives: OBD Points = 27 + 0 = 27 points

The Coalition officer receives: OBD Points = 27 + 0 = 27 points

Because the game ended in a Draw, no Victory Points are awarded.

5.2.3 - Multiplayer Fights

There is a scoring bonus awarded for all multiplayer games. All players participating in multiplayer engagements, be they fights or maneuvers, will receive a 10% OBD bonus to the number of turns actually completed in the game. This bonus is calculated prior to the inclusion of any applicable Victory Level Modifiers. This bonus is always rounded up to the nearest whole number.

The formula for calculating the OBD Points awarded for a Multiplayer Fight is:

OBD Points = Number of Turns Played + MP Bonus + Victory Level Modifier

Example 1

Two French officers and two Coalition officers play a scenario that is 50 turns long. The game ends as a Coalition Major Victory after 27 Turns.

The French officers each receive: OBD Points = 27 + 3 - 3 = 27 points

Because the French officers lost, they receive no Victory Points.

The Coalition officers each receive: OBD Points = 27 + 3 + 3 = 33 points

Because the Coalition officers won a Major Victory, they each receive 2 Victory Points.

Example 2

Two French officers and two Coalition officers play a scenario that is 50 turns long. The game ends in a Draw after 27 Turns.

The French officers each receive: OBD Points = 27 +3 + 0 = 30 points

The Coalition officers each receive: OBD Points = 27 +3 + 0 = 30 points

Because the game ended in a Draw, no Victory Points are awarded.

5.2.4 - Single and Multiplayer Maneuvers

The formulas for calculating the OBD Points awarded for Single and Multiplayer Maneuvers is the same as for Single and Multiplayer Fights as listed above. The only difference between the scoring of Fights and Maneuvers is that neither a Victory Level, nor any Victory Points, is awarded for Maneuvers.

5.2.5 - Campaign Scoring Bonus

This scoring bonus is awarded for all campaigns that were initiated using a HPS/JTS Campaign Scenario on, or after, February 1, 2007. The scoring bonus is not retroactive to any campaigns that were initiated prior to February 1, 2007.

In order to ensure that you receive any bonus to which you are entitled, it is important that you enter a comment in each game of your campaign when you register it in the DoR System. When starting a game, you should make an entry in the comments field like:

"JTS Leipzig – The Dennewitz Campaign – Game 1"

The last game registration for a completed campaign should include a comment like:

"Final Game of JTS Leipzig, Dennewitz Campaign. Previous game ID's are..... "

This will assist the Record Keepers to ensure that you receive the Campaign Bonus Points upon the completion of your campaign.

The Campaign Bonus is based on the final victory level as follows:

Major Victory 7 OBD Points
Minor Victory 7 OBD Points
Draw 5 OBD Points
Major Loss 3 OBD Points
Minor Loss 3 OBD Points

Victory Points are not awarded for the completion of a campaign. These points are awarded for each game of the campaign as it is completed.

5.2.6 - Histwar - Les Grognards Scoring

This game is both a Turn Based & Real Time style game. As such, a separate scoring system for both styles has been created. Players should register their results in accordance with the following guidelines.

The registered Victory Level is based on the Victory Results achieved in the game as follows:

o An Overwhelming or Decisive Victory should be registered as a Major Victory
o A Significant or Marginal Victory should be registered as a Minor Victory
o A Draw should be registered as a Draw
o A Significant or Marginal Defeat counts should be registered as a Minor Defeat
o An Overwhelming or Decisive Defeat should be registered as a Major Defeat

The registered Number of Turns played is based on the style of game played as follows:

o PBEM – The registered number of turns played should be the same as the number of turns shown in the game.
o Realtime (TCP/IP, Internet Play) – The registered number of turns played should be based on the number of minutes played as shown in the game as follows:
o Minutes Played = Equivalent Number of Turns

Minutes Played Equivalent Number of Turns

0 - 100 10
101 - 300 15
301 - 500 20
501 - 700 25
701 or More 30

5.2.7 – Matrix – Crown of Glory: Emperor’s Edition & Original Crown of Glory Scoring

This game is a turn based game with players being placed in a ranking system for victory based on certain conditions called “Glory”. The final in game “Glory” ranking determines a player’s victory level:

o 1st place should be registered as a Major Victory
o 2nd and 3rd place should be registered as a Minor Victory
o 4th and 5th place should be registered as a Draw
o 6th and 7th place should be registered as a Minor Defeat
o 8th place should be registered as a Major Defeat

The registered Number of Turns played is the same as the turns shown in the game.

5.2.8 – Matrix – Commander: Napoleon at War Scoring

The registered Victory Level is based on a ratio of final Victory Points in the game. The Victory Point Ratio is determined by dividing your final score by the final score of your opponent. The corresponding Victory Level is determined as follows:

o 3.00 or greater should be registered as a Major Victory
o 1.50 to 2.99 should be registered as a Minor Victory
o 0.67 to 1.49 should be registered as a Draw
o 0.34 to 0.66 should be registered as a Minor Defeat
o 0.33 or less should be registered as a Major Defeat

The registered Number of Turns played is the same as the turns shown in the game.

5.3 - Tournaments

5.3.1 - Initiating a Tournament

Any active member, or group of active members, may organize a tournament. The members who organize the tournament are responsible for all aspects of the tournament, including running it. The tournament must be approved by a majority vote of the NWC Cabinet to ensure that the scoring system is compatible with scoring standards of our club.

Members wishing to run a tournament should send an email to all of the members of the Cabinet with the following information:

• The name of the person, or persons, organizing the tournament;
• The name of tournament;
• The format of the tournament;
• The rules to be used including any house rules;
• The eligibility requirements for the tournament participants;
• Location of a tournament website (Optional, but highly preferred).

5.3.2 - Tournaments Within an Army

Armies that wish to hold a tournament exclusively for its own officers are free to do so, but they must comply with the rules in Section 5.3.1 above and may not hold more than one such tournament in a 12 month period. Such tournaments are still subject to Cabinet notification and approval.

5.4 - Game Result Definitions.

Abandonment/Forfeit

If the player, or players, of one side disappears for personal reasons, and cannot continue, or for any other reason fails to submit a playable turn to their opponent(s) within 30 days, the player, or players, remaining may request that the game be terminated according to this rule as follows:
If the full game is less than 10 turns in length, and one side abandons the game prior to the start of the third turn, the game is annulled and no points are scored.

If the full game is 10 turns or greater in length, and one side abandons the game prior to the start of the fifth turn, the game is annulled and no points are scored.

Any game that is abandoned by one side after the minimum number of turns has been played as outlined above will be considered forfeit, and the players on the remaining side will be awarded a Major Victory for the number of game turns actually played prior to the abandonment.

Battle Resignation

One side decides that the battle is lost and concedes. The non-conceding officer(s) is awarded a Major Victory.

Mutual Resignation

Both sides agree to end the game and determine a victory level that may, or may not, agree with the computer’s calculated victory result.

Completed Game

Game victory conditions apply and the game is scored in accordance with the computer’s calculated victory result.

Section 6.0 Medals and Awards

Medals and other special awards may be conferred individually by the two military groups. Club-wide medals may be conferred by the Cabinet. More information on the Cabinet Medals may be found here (link to Cabinet Medal webpage).

Section 7.0 Revision to Club Rules

Proposed revisions to the NWC Club Rules must first be approved by a simple majority vote of the Cabinet. Following Cabinet approval, the proposed revision is presented to the membership by the Club President for their vote. Upon approval by the majority of the voting membership, the proposed revision will be officially adopted into the NWC Club Rules. Club-wide votes shall be organized by the Cabinet, but must allow a minimum of two weeks for votes to be received.
