Exactly so, John.
Each scenario has a fixed number of turns known up front (although one player may have an option to extend the campaign a few turns, but I suppose that is no insurmountable problem for the system).
There are presently 15 scenarios in the game, though a couple may be added sooner or later, as there has been a desire by the community to see some longer campaigns.
If one player achieves all his objectives, this is a victory in game terms, and would count as major victory for club purposes.
If no player achieves his objectives, but one beats the other big way in VP, this is a score victory in game terms, and would count as minor victory for club purposes.
If no player achieves his objectives, and their VP are close to being equal, this is a draw in game terms and in club terms.
