I am just curious being new here and all, why no one plays with the rifle effects option. I have been doing alittle reading in the Training center Introduction. And I hear the British talking about using the Quality Fire and quality melee option and then not wanting to use the rifle effect option. Sir Natta says himself how you can sweep through D, E, and F units with just one casulty. Then you have the melee with most of the units not having bayonets that only makes them 25% effecttive not to metion -10% here and there for the quality melee option. Then to take away one of there only strengths, the rifle effect. I don't know. I have yet to play a game against an opponent so I don't really know. And I am going to be in the Indain Alliance so it doesn't matter as I will be able to play both sides. I hope it doesn't sound dumb, I was just wondering everyones thoughts on this. Thanks.

percentage of occurence is set too high, and the canned oobs have too many units assigned with rifles for the rule to be enjoyable.

We can change the latter but not the former.

It is an excellent idea that just needs tweaking a little to get to work properly.

It is a good and appropriate rule in principle. But in it's current form it's also a bit too heavy handed. Mr. Tiller stated that the rifle effects rule was specifically meant for Cowpens, and only then in an historical study capacity, and is not to be used in competitive club games. If officer hits were perhaps set to a 5% or even a 10% chance of being effective, it would probably be more popular. But I think it's more like a 25% chance of officer hits, which can really skew the balance in all scenarios. Once a British unit takes an officer hit due to rifle effects, it will never ever recover from disruption. That is too heavy and unrealistic a penalty in most player's opinion. I hope eventually that it would be toned down a bit, in which case more British players would probably be willing to use it.

Al and Phil are right. For Cowpens, and Kings Mountain, RE is historically correct as is. But the number of militia armed with rifles in the stock scenarios is way too high. That said, for new players, you might want to point out that you are inexperienced, and ask your opponent if they would allow you to have RE on. Of course, then you might feel very guilty later, so most British players being really nice guys and very mindful of others feelings will probably say no, just so you won't have to go through that.
(We can't help it, that's just the way we are.) [:I]

There are some scenarios in the Scenario Design Center that have fewer militia with rifles. I made up a Saratoga variation and the Battle of Harlem where RE should be used. RE should be a factor but not a determinate for a game.
