Would it be useful if there were some sort of "action point" system that covers both movement & firing. Troops that don't move could fire up to 4 times if armed with muskets (or twice if muzzle-loading rifles), if they move up to 1/4 of their allowance they'd be able to fire 3 times, up to 1/2 twice, up to 3/4 just once. Also, if they move more than 3/4 of their allowance they should incur some fatigue.
