If you include fatigue from movement, then this could be tied to the straggler rate, ie. 0 movement fatigue has a lower straggler rate (maybe even 0), whereas unit with max fatigue might lose several percent. Otherwise it might be too hard to model, but I would have a bit of a problem with losing the same number of stragglers in hour 1 as hour 10 of a forced march.

I think these are valid points, but in order to get it at all, in my experience, we will have to accept a good deal of abstraction. Just as all combat losses are lumped together in a single figure, I think it will be better to have units lose and regain strength at all, even if the model is rather crude.
