I noticed that the size of the French and Allied army is different if you compare the Battleground and HPS Waterloo historical scenario's.

HPS
French:67404
Allied:65959

Battleground
French:75850
Allied:68850

Have the numbers change because of the different game engines ?

Different scope of scenario, different ideas about the strength of individual units ... in fact of course there is no telling for sure how large these forces actually were, in this era. Numbers can easily be tens of thousands apart. There are no solid figures for instance about the French losses at Waterloo. It varies from 30,000 to 43,000.

"<i>Strength Dialog</i>":
-- In Battleground 1 cannon - 25 men.
-- In HPS 1 cannon - 1 man.
This reason of the difference.

Certainly, there is small differences of the size of Division (+/- 200).
But this depends on differences in history data.

For instance Division de Grenadiers of French Army.

<b>Battleground:</b>
1300 / 1100 / 1175 / 525 / 400 (16 cannons)

<b>HPS:</b>
1250 / 1100 / 1000 / 500 / 16 cannons

I have done the statistics of HPS Waterloo. You may find it here:
http://www.nwc.albom55.ru/scn/wt_037_e.shtml

I plan to do statistics of BGW.

In addition to the previous answers, the designers of the games and/or scenarios might have used different sources for their research.
