I have a doubt regarding S.1 rule of the Tournament Rules:

S.1 Skirmishers in clear terrain must remain within 3 hexes of any unit of their brigade when an enemy unit is in sight and is within 20 hexes.

Then I understand that is possible to advance two units of skirmishers at any distance as long as I respect the distance of 3 hexes between them at all times, is that assumption correct?

If it is, I do not understand then the rule's purpose, I thought it was to prevent ahistorical tactics like guerrilla warfare or commando tactics...

The intent of the rule is being within 3 hexes of a formed unit, such as a battalion. That would cover situations where one battalion deploys in skirmish order to provide cover for an advancing regiment. The individual skirmish companies may be more than 3 hexes from their parent unit, but still supporting the same formation.

The rule should probably be clarified to explain that. Also, a brigade means something different depending on the army, for example, Prussian brigades which are more equivalent to a French division.

Ok, so I think the rule should be modified:
