retreated from the Cabinet... and then came back.
What happen if the Cabinet can't decide what to do because of a split vote since you have only 4 voting members?
It's nice to make-up
new rules as you go since there is
nothing in the
actual rules that talk about it... not even in the rules to come. The only thing I can see is that any side can interpret them the way they want.
