I was not impressed with H&M. I owned both H&M and the other SYW Grand Tactical games and just never cared much for the interface or combat routines. Everyone is different and some here may have liked it.
On the other hand Rise of Prussia is a VERY good game. Scott Ludwig could tell you more about it. He has played it a bit. Gary McClellan may also have played it and Thomas Borling also owns it.
Yes, they are different scales. RoP is an area movement game of the entire war in the Germany area. You move brigades/divisions - that kind of thing - using an orders system.
Its a very good engine. The other AGEOD games are similar to it.
