I did go ahead and install it. It appears as though the issues that 1.07 had are resolved.

Is there a changelog to see what was changed?

There is one, I think all the changes are between 1.06 and 1.07

It's in the changes.txt in the main folder of the game.
Quote:
Changes for Napoleon's Russian Campaign 1.08
- First John Tiller Software release.

NOTE: Starting with this version, no CD-check is performed by the
main program and all documentation is supported only in PDF format,
available from the Help menu in each application.

Changes for Napoleon's Russian Campaign 1.07
- Change so that Infantry can melee attack mounted Cavalry in Obstructed
terrain.
- Change so that Artillery Weather effect does not apply to Indirect Fire
weapons.
- Added ability to specify that releases cause the units in the specified
organization to become Fixed rather than releasing them.
- Added Dragoons to the cavalry types, which can dismount.
- Change so that retreating units cannot overrun Skirmishers in Chateau
hexes.
- Added feature to award victory points for supply wagon losses.
- Added ability for weapons to be defined as not having bayonets,
which reduces the melee strength of the units carrying them to
1/3 of normal strength.
- Added ability for artillery to be given an indirect fire capability.
- Added a Supply Source feature that can be used with the optional
Isolation rule to determine unit Isolation (see Supply section in
Users Manual).
- Added ability to put abatis and trenches in a scenario.
- Added separate Bridge Movement value to parameter data.
- Change so that three rank units that exceed the Extended Line
strength value in one hex have their fire value reduced.
- Change so that Pioneers can deploy entirely into Skirmishers.
- Added Withdrawal feature which results in units being withdrawn at
a specified time with a specified probability.
- Added an Emplaced artillery unit "E" in Order of Battle which cannot
limber but can change facing.
- Removed the confusing Activate AI toolbar button.
- Added option for Mouse Wheel Zoom.
- Added reinforcement variable arrival hex feature.
- Change so that Dragoons only get a 10% attack bonus, not 25% as heavy cavalry.

Changes for Napoleon's Russian Campaign 1.06
- Fixes for Vista compatibility.

Changes for Napoleon's Russian Campaign 1.05
- Added optional rule that prevents retreats from overrunning skirmishers.
- Implemented a minimum bridge strength requirement for crossing a
damaged bridge of 50, 100, and 150 for infantry (and leaders), cavalry,
and artillery (and supply wagons) respectively. See the section on
Movement in the Users Manual.
- Put cavalry charge factor in parameter data.
- Put cavalry charge multiple in parameter data.
- Put disordered movement fraction in parameter data.
- Added the ability to define a unit as "Has Boats" which allows the
unit to enter water hexes.
- Added option to prevent defender elimination when there is no valid
retreat after melee.

Changes for Napoleon's Russian Campaign 1.04
- Fix for bridge movement bug.
- Added optional rule for No Op Fire Against Skirmishers.
- Added hot key "K" for toggling the display of Command Range.
- (Editor) Added ability to shift units on the map (see Hex Menu).

Changes for Napoleon's Russian Campaign 1.03
- Fix for replay problems caused by change in Windows.
- New implementation of DirectPlay which fixes DirectX 9 problems.
Note: firewall ports have been changed by Microsoft.
See: http://support.microsoft.com/default.as ... -us;240429
This implementation uses DirectX 8 method.
- Reduced morale of Skirmishers by one for the purpose of Rout check.
- Change so that Charging Cavalry which are continuing can move into
empty hexes and can melee units which have already meleed.
- Change so that Disordered units attack at 1/3 strength and defend at
2/3 strength.
- Added a new Weather feature that allows for weather conditions to change
during a scenario. This feature is described in the Users Manual under
Weather and Conditions. Also see the documentation for the Parameter
Data Dialog and the Info Menu in the Main Program help file.
- Added ability to terminate AI Campaign Games using Termination Bid
feature.
- Added option for Division Colors under View Menu.
- Changed the trip range for releases from 5 to 9 hexes.

Changes for Napoleon's Russian Campaign 1.02
NOTE: This update requires DirectX 8.1 and is not compatible with
Windows 95.
- Added On-Map Results option which causes combat results to be displayed
on the map rather than in a separate dialog box. The setting can be
changed on or off from the Settings Menu.
- Leaders, Skirmishers and Supply Wagons no longer block the retreat of
non-Skirmish units, but instead are eliminated and captured.
- Fix so that cavalry which fails its morale check prior to charging is
not allowed to charge.
- Fix in Scenario Editor so that Restore Units doesn't put Skirmishers
at full battalion strength.
- Added the ability for Pioneer units to repair Bridges up to a maximum
of 200.
- Added ability to prevent File Saves during turn in PBEM encrypted battles
(See Settings Menu of Main Program).
- Added a random Bridge Damage feature.
- Change to overrun rule so that Cavalry always overruns Skirmishers when
their strength is greater than or equal to the Skirmisher strength.
- Included a Campaign Flow Chart file in Word format.
- Change so that split artillery units can limber by themselves.
- Fix to graphics problem on right-hand side of map edge.
- Skirmishers do not get Fanatical morale benefit.
- Increased Melee modifiers to make effects such as flank attack more
effective.
- (Scn) Russian units defending near Borodino unfixed for those scenarios.
- (Pdt) Fixes the movement point allowance in one scenario.

Changes for Napoleon's Russian Campaign 1.01
- Additional information in Thomas Hook liner notes.
- Fix for missing Branching Window in Campaign Editor under Windows XP.
- Fix for crash in campaign game when reinforcement is empty.
- Fix for Detached units in Obstructed terrain staying Detached.
- Modified Line Movement Restriction optional rule so that it is based
on parameter data and modified by quality (see Users manual under
Movement for details).
- Fix for crash when AI exits units from the map.
- (Map) Fixed Lubina map.
- (Pdt) Updated pdt file to change infantry and foot artillery movement
points to 10, cavalry and horse artillery to 14 movement points.
- (Scn) Changed scenarios so that light units have a parent unit on the
field to allow recombining of detached skirmishers
- (Scn) Created fictional balanced scenario, "Tournament".
- (Scn) Changed victory conditions in "Twin Peaks" scenario.
- (OB) Fixes to leader pictures.

Lol what an improvement to the game!

But seriously, weren't all other games patched by HPS?
I can't remember seeing any mentioning of John Tiller Software in the readme's of the other games and I thought that all the games released by HPS were also worked on by the HPS team, at least you can find only patches for JTS games on the JTS webpage and nothing for the HPS releases.

The older games are the ownership of HPS plus Tiller. The later ones are by Tiller alone. Last time HPS updated was a month ago so doesn't bode well in the cut and thrust of the commercial world.

Bill Peters posted at the Blitz yesterday. It looks like he has given up with game designs, but Bill often changes his mind. Thus unless we get new blood the series has had its day. Two are somewhere in the pipeline but have been for a long time now....the one is likely to be popular but needed some work still on the pdt's; only Jim Hall and myself are in any way still engaged on playtesting I think with that one.

You can offer your services direct to Tiller as I suggested above. It's hard work but rewarding. Or ask him for the map editor as was agreed when the series was finished.

Boy do we need a new game to take our minds off more mundane matters.

By the gods, give me some F Morale Spanish Militia! Routing the French Old Guard with E Morale Conscripts has become passe. We Coalition officers need a new challenge to which we can arise.

I down loaded and played a quick scenario yesterday. So far I have seen no problems.

" F Morale Spanish Militia"

That "F" stands for FINE or FIGHTING. The FLEEING definition was a result of a poor translation from some clerk in London.

Are you sure you have 1.08? It looked like it was just uploaded on March 17th.

Thanks David. Ed's link took me to page not found and a redirect to Pumpkin Patches.

Yes that unofficial patch as been out for some months. It's basically just an engine upgrade to bring it in line with the other games. I've recently completed a full Borodino with Mr Paoli using that patch and it worked fine . And the pdt has altered so dragoons can shoot. I've not noticed any scenario changes. Apparently there is still work going on but I'm unsure if any new changes will be added if Bill has chucked in the towel.
